Dogs are living creatures, not toys that everyone could handle and do whatever they want to. Dogs tend to be handled by someone who has experience with dogs and someone who is actually responsible. The way OP’s brother was reacting by locking himself in the room and throwing these adult tantrums shows that he is still childish and does not really know how to take care of dogs. So it was in the best interest of OP to let the pet sitter deal with the dogs.
